You can click on the green number next to someone, and then you can select "rate user". You can give them a positive rating if you like the person, and you write a comment to explain. You can't give negative ratings in this site, although you can give a neutral rating.

Warning level applies only if you start breaking the rules of the site and the staff have to get involved. It's to show how close you are to getting your ass hauled out. Other general members can't see your warning level.

The rules here are very relaxed though. In the full version of the forum, you can click on the rules at the top right of the screen. If you're on a mobile device, first scroll right to the bottom and click on "switch to full version".
