Copy and paste the section along with a little before after. Is it the Old Testament or new? I may be of no help but I am interested and will try to help.
15 “If your brother or sister[b] sins,[c] go and point out their fault, just between the two of you. If they listen to you, you have won them over. 16 But if they will not listen, take one or two others along, so that ‘every matter may be established by the testimony of two or three witnesses.’[d] 17 If they still refuse to listen, tell it to the church; and if they refuse to listen even to the church, treat them as you would a pagan or a tax collector.
18 “Truly I tell you, whatever you bind on earth will be[e] bound in heaven, and whatever you loose on earth will be[f] loosed in heaven. 19 “Again, truly I tell you that if two of you on earth agree about anything they ask for, it will be done for them by my Father in heaven. 20 For where two or three gather in my name, there am I with them.” The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

This is to those walking in obedience and faith to the Lord Jesus Christ- it is permission to make declarations and expect them to come to pass. You can't expect a xtian to know that, Stim.
It says that if you truly know that someone is wrong in there actions to bring it to there attention in a humble personal manner. If they refuse to change let them act out in front of others and confront them about it together. If that does not work bring it up in the church which is supposed to be unbiased and know right from wrong. If this still doesn't work you have the right to run them off or kill them. Not sure which would have to clarify the offence of tax collector. 18 is simply saying that if you are with the truly right your judgments will be upheld in the afterlife. 19 implies that the more people that believe the greater the effect will be.

Thanks for the replies but still lost. Put it in 1984 Orwell speak. Could one of the translations be, what the church holds true on earth I will hold true in heaven?
