A hotline? Sure, why not. It might help those that have reached a moment of clarity about their actions, but it might help those looking for a cop-out for their bullshit too. 

Personally my mantra about bullies and abusers has been "Fuck those stupid twats, they'll get theirs."

By all means I am not suggesting a hotline where the person on the other end downplays their actions. It might be beneficial not to even talk about the actions, but to just talk to them individually and get to the root of the problem. I'm just saying that often times these people are ostracized, and bullied for being the bully. What they really need is someone to treat them like an actual person, and try to resolve issues they have that more than likely have nothing to do with the bullying situation. 


That's how you change a person. It's the same thing with criminals[I.E Robbers, even murderers], it hardly ever helps to throw them in jail and constantly remind them of their faults. They need someone to actually talk to, that won't constantly remind them of horrible past actions, but help them and treat them like a person in order to prevent them from going down the same path twice. You can feel bad for them without giving justification for their actions. Most of all they just need someone to talk to, man, because when I talk about issues i'm talking about deep suppressed ones. That's what a hotline provides, for both the victim and the offender, you have to be able to look past who is clearly in the right and who is in the wrong and focus on the underlying similarity that both these people have problems they need to work through, the bully may have caused the problems for the other person, but if he never had problems in the first place, he might've not felt the need cause the conflict to begin with. We can prevent bullying while, or after it happens, but that doesn't change the past. We need to stop focusing all our efforts[obviously that doesnt mean stop] on just treating the issue, and again this doesn't mean "Stop helping the victims", but we need to at least investigate where the issue originates to prevent it, otherwise it won't go away. 


I tried my best to say it as best as possible, but somehow my gut feeling tells me i'm going to get misrepresented and misquoted again...

I don't know if a hotline would be any use in helping the bullies themselves, but an intervention service might.

I really like your idea heat but I agree with beardie that it might be a bit impersonal. I think school guidance counselors need to be trained better on how to deal with bullies. They definitely need help and support. Ostracizing a child and labeling them as the "bad" kid will only serve to make everything worse.
