It's gone septic, the whole thing.

I don't think it gets 'fixed' to any significant degree ever. It's a way of life for centuries, and therefore, there's been enough Darwin going on that any innate genetic ability to resolve things was long ago bred out of the herd.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
