Your purchase was clearly handled in an illegal manner. Did you report it? Will you be doing so?
I was corrected on this recently, Thump. It so happens that the possession of a firearms permit in some states (permit to purchase) obviates the point-of-sale NICS check.
A NICS check is performed for issuance and renewal of the license.
