Yes, If you're using the last sentence to define the second last sentence.
But he could have been using the second last sentence to define the third last sentence by way of example, as in what sought/sort of crime they're bringing in.

Here's how I interpret it:

The statement is about what "they're bringing": problems, drugs, crime and rapists.
