Here's why:

Men have always been in control of sexuality of both sexes until recently. Men determined what was and was not sexually arousing and what was and was not acceptable for public view. Women's opinions were not even considered and neither were their desires.

I am not talking about law that restricts, I know what the law allows and what it doesn't (though this bs has been challenged in court and won for women to mow topless some years ago) what I am asking is for the forum to say "we realize the legal question is or may not be fair in it's allowances so we will be fair in our restrictions. That is the point I want to make.

Equality is just that, equal or it's simply not.

When I read this quote I was thinking more about sexuality in nature rather than from a legal sense.
In my mind, "always until recently" makes me think since the dawn of mankind until the modern age.

Yeh I agree that in most societies men put in place laws regarding sex in various forms of media but I imagine they have also been backed up by many women aswell.
