I just learned that the former press spokesman for the queen calls himself Dickie Arbiter. That sounds to me like the opposite of Biggus Dickus - a small dick. How can you voluntarily go by that name?

Sounds to me more like an arbitrator (independent person or body officially appointed to settle a dispute) of phalluses. For the queen. Of England. 

I can only roll on the floor and giggle imagining a scenario that would require such a thing...
