Picking and choosing your voters seems to be a recent GOP-only phenomenon.

I wish I could call in certain conservative posters here, but we all know it's the violent leftists who heap scorn upon inoffensive, mute rightists, right?

Apparently taking away or hindering voting is somehow "American" for bastards...

Um no it is not new. The district map making, from my understanding is controlled by the winning party. The real problem of gerrymandering started 36 years ago with Reagan. The GOP controls the majority of state congresses and Governorships. The long term trend has to copy one law from one state and xerox it in another.
