Meh, I'd always said, "hey, wanna catch a cup of coffee on break?" It's low-commitment with an easy turndown, and it lets them know you're interested without you investing a lot of time or effort into getting that across. She says "no, I've got to do this"? "Cool, maybe another time" and let her initiate the next convo. If she doesn't, you've got your answer. I never cared for easy compliments as "ice-breakers", because they seem to me a little too stereotypical.
The benefit of just a simple request is if she says "yes", I've got time to work on the compliments and avoid the cliches. Favorite approaches once we're sitting down: "How'd you do on the exam?" "You seem like you've got a decent grasp on this class. I'm having trouble with _____. Any ideas?" Get an open-ended conversation going and work from there, is my approach. And if she says "no", move on. But you're right, it's good to have the confidence to break the ice, it's more a matter of going about it the right way.
I think I heard somewhere saying " I like your shirt " is a nice polite compliment. It's one that I just might manage to say, if I could get to that point.

"Wanna fuck?" usually worked with me. I suppose women might appreciate a more nuanced and tempered approach.

I usually don't say anything, I just lick my eyebrow and walk away.
I can't say how she took that compliment because I don't pretend to ever know what women are thinking, but when I read "I like your makeup", I cringed.
