Who thinks this stuff up? I'm mean did the folks in charge just sit around and say, "The biggest problem we are facing right now is people with lower incomes dressing nice"?

It might be cause for suspicion, perhaps further investigation. 

However in the US, I think that the innocent until proven guilty is a good policy, and this seems to be the other way around.
