I'll have to say that if there were such a tote board, the person with the most people ignoring them would probably take a bit of pride in the fact. Trolls are just gonna troll, right? Besides which, a lot of alleged ignoring just results in the ignoring party peeling up the scab to see what the troll is currently saying, anyway.

One place I used to work, we got dragged into "sensing" sessions to clear the air. Invariably, the offenders only got worse, and knew precisely who to annoy in the future, and in what way. This is the same thing.

Yeah, I don’t know about this idea. It might be interesting topic without getting personal, for how many people you have on ignore. I resisted the use of this feature for a long time, but put two people on ignore, who are mostly trolling and don’t rarely if ever contribute anything to a thread which is thoughtful or that invokes thought.

This is similar to the suggestion that we have negative rep, and likely is undesirable for similar reasons. Negative feedback of itself doesn't generally lead to positive outcomes. The positive feedback of kudos and rep is eminently preferable.

Better yet Steve I'll do a personal one for you right now.

1) Personal growth.

When I joined you were a know-nothing fucktard only interested in forcing others to believe your nutty beliefs. Today, you are a know-nothing fucktard only interested in forcing others to believe your nutty beliefs.

So no personal growth evidenced there.

2) Improve the quality of the forum.

You bring nothing to debates, you have no personal qualities of knowledge or integrity. It would be best for the forum's overall quality if you did leave.

Actually the main reason for non-retention of posters is outside interests. People only have so much time to devote to the various activities in their lives, and a lot of people find that doing other things is more important than visiting a specific forum (I've done that quite a bit myself).

Edit:

I've 16 people on my ignore list 10 are for constantly expressing neo-nazi or other far-right views (quite a few of them are banned members). The rest, for constantly expressing viewpoints and "ideas" so frantically idiotic, my head would asplode from reading them.

By the way why was scoobysnack banned again?

I think basically Steve - this other Steve - is, like his namesake, an honest guy. He wants a little piece of the forum about which he can legitimately boast to his mates how he's beating a whole crowd of atheists on their own turf.
At the age of five, Skagra decided emphatically that God did not exist.  This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair.  Only Skagra responded to it by thinking, 'Wait a second.  That means there's a situation vacant.'
