I think there’s a tremendous difference between pointing to a specific film and saying, ‘That’s REALLY stupid’ and labeling an entire genre that way.
On the subject at hand, I’m not a huge fan of horror. This is primarily because a lot of the films have a depressing degree of sameness: young adults get minced into chutney one at a time by a seemingly unstoppable killing machine. They can’t escape the cabin/lake house/campsite because the car that functioned perfectly five minutes ago suddenly won’t start as the hulking maniac with the serrated machete begins shambling towards Emily. Of course, the kids wouldn’t even be IN this fix if they had just listened to creepy old Pops Wanamaker in the first place.
That being said, there are some horror films that I quite like, the ones that are innovative and manage to create a sense of terror without resorting to the cliches just mentioned. It’s unfair and shortsighted to tag the entire genre as ‘stupid’.

I don't think so. It's simply a dystopian view. Films in that genre often seem prescient, as they play on societal fears. The Purge uses the simplistic world views of the gun loons. IE that complex social issues can be solved by shooting enough people.
The US may currently have a dysfunctional administration. The widespread anger , disgust and fear of Donald Trump and his presidency doesn't seem to be anywhere near to revolt/civil war.
I don't know. We've got an awful lot of people running around punching people in the face. I'm pretty certain that they sort of want to purge, man.
