I'm in agreement with the least technologically dependent people being most likely to do better in that time. I thought that would implicit in the OP.

Here again, though, it depends on the tech you depend on.  I have AC, for example.....but it's a passive system.  It gets hot in the summer and cold in the winter, here..but if the electricity went out and no one could deliver gas...I'd still have AC. I'd still have hot water (and water), and all that jazz. I will always be able to soak in a hot bath in a warm house in the middle of january.

FWIW, I do think that our continued ability to avail ourselves of the current level of comfort (or for others to increase their comfort) is going to depend powerfully on passive systems.

If we were to do an intentional draw down of our technological consumption, it wouldn't follow that medicines would become scarce.
We do not inherit the world from our parents. We borrow it from our children.

By not sustaining current level of technology, do you mean technology will be lost, or that access to technology will become more restricted?

There's a range of scenarios, pick one you think likely and run with it.

I sometimes picture a technological feudalism. Still working on that one. Niven and Pournelle had some good thoughts on this.

I don’t agree. I think on the whole the least technogicslly dependent people are also those who are least able to weather the depredations incurred by the desperate struggles of the more technologically dependent.

In fact, preying on the least technologically dependent people may be a critical way by which failing technological societies lengthens its own life.

There is more than enough renewable technology out there that can be used rather for money reasons it's not being used. 
In truth, we can have a society based off of renewable technology and green energies and even plant-based meat alternatives. 
It's just we need to start investing more into it.  
The truth is the planet is running out of resources and were really not doing much about it right now rather we should curb the resources
we are currently using and switch to alternative means. 

Like with computers being out of date and thrown into landfills instead those computers should be torn apart and recycled back into newer computers. 
If you know anything about tech waste it's really bad for the environment and it should be recycled and reused. The same thing can even be said with phones as well. 
Batteries, on the other hand, are a completely different story but yeah we need more recycled tech now more than ever.
