Here in portugal, big dogs are required to be on leash and mandatory "jaw restrictions" (I dunno the name of those in english), so a complaint would get that owner to comply or suffer the consequences.
Altough some chihahuas are very fierce lol.

People who walk around our neighborhood don't have much to worry about, with dogs. One walks around with a baseball bat, though. He's about 6'-4" and not all that fat. Idunno what he's worried about.
If you get to thinking you’re a person of some influence, try ordering somebody else’s dog around.

They have to muzzle dogs too? That seems a bit messed up, making dogs muzzles every time they're out in public. That's like trying to make all adults wear handcuffs when they're outside, because someone's bound to attack someone else eventually.

And yeah, humans should be muzzled to, probably more so than dogs.

That's the word, muzzle. Yes they have to. This pertains only to big dogs, mostly because some dog owners were irresponsible, leading to some incidents, most grievous children mangled by the beasts. The just pays for the sinners, I suppose. Smaller dogs are only required to be on leash.

I don't deny it, but wouldn't being muzzled for too long stress the dog out? Walks are supposed to feel relaxing and be fun, but you have to put something over their face first, by law, even if they've never done anything before?

You teach your dog to deal with the muzzle. Reward the dog when the muzzle is off, give it treats when it's wearing it, etc. They wear collar, harnesses and the like, routinely. I made saddle bags for a malemute once. He hated them but the Little Smokies made him see the light. Remember, you got used to wearing clothes.

I guess so. I actually remember one dog I had pulled such a fit the first time I put a collar on him, I thought he'd have a heart attack. He got used to it eventually. I guess it just sounds a little mean to go as far as muzzling them. Though we can agree, the owner that lets his dog run loose with no supervision is being irresponsible in more ways than one.

I just watched some zookeepers training a warthog to wear a harness so it could be used as an ambassador animal. So if your dog is as at least as smart as a warthog ...
