I have to say out of all the bands I have listened to, Quarterflash was as close to the album as any live version I have listened to.

All of those bands were excellent when I saw them.
The Cult was surprisingly good. They opened for Metallica back in '86ish, I was blown away by how good they were.

I loved Rush when they opened for KISS. Second album. "Xanadu" tripped me.

Yep. A 'cover' would be someone re-releasing the song as they interpreted it.
Another important distinction is that RUSH's 'Xanadu' is a fucking musical masterpiece, whereas the ELO one is the kind of dreadful synthopop that makes you want to find Jeff Lynne and punch him in the throat.
