Regarding whether the US could be relied upon, the question is relied upon for what?

Can the US be relied upon to think more far more highly of itself than can justified by its own desserts? You can absolutely rely upon that till hell freezes over. Even then the frozen US would still think of itself as being the hottest thing since the Big Bang. It would still consider it an open question whether it was in fact hotter than the Big Bang, depending on whether it was an atheist Big Bang or a creationist Big Bang.

Damned if you do and damned if you don’t is nothing more than a crass excuse to act reprehensibly in short sighted selfishness and abjuring any moral responsibility to the greater good.  If there is Concern for the greater good, then one of those two damnations would be from a side not worth considering.   Which side’s damnation is of concern to you then governs how you should act.

Actually, that's pretty much humanity in general. The US has a pretty bad case of it in a worse variety, that I will agree.
