My opinion: if you're illegally living in someone else's house, you need to be removed.

17 million homes stand empty as half a million Americans sleep under bridges. We could kill two birds with one stone. Increase our investment in subsidized rentals.

The people haven’t been in the house long enough to establish squatters rights, so the technically, they’re not squatters, they’re simply trespassers in illegal possession of the property. I don’t see any reason why they can’t be evicted, arrested and charged.
I looked it up - in Michigan, if you occupy someone else’s property for 15 years and they don’t start legal proceedings to evict you in that time, the property is yours. The legal term is ‘adverse possession’.
