There actually is one case where schools provided kitty litter for that purpose, but not because anyone identified as a cat. It was so, if someone in Jefferson County, Colorado decided to redo Columbine, and schools had to be on lockdown for hours (the latter has happened, the former threatened), they could have someplace to do their business without risking getting killed.
