Help me find song/artist

It was years ago I saw the music video in the club.

There was a woman, I think maybe blond but I could be mistaken, and the one thing I remember her singing is "21st century" while she rotated her arm through the air in a big circle (windmill arm). She might have been international, again not sure, because I think I remember an accent.

I have searched and searched, but I cannot find the music video.

At this point, I think the female singer was singing one of two lines:

Love in the 21st century
or
Welcome to the 21st century

The time period I saw the music video in the club was between 2001-2009, but it could have been an older music video and I get the feeling it was likely remixed.

The singer was female. Other than that, the only other thing I can be certain of is how she does that windmill arm move while she sings in the video.
