I imagine that it is a political stunt aimed at right wing hypocrisy - if one can control women sex life then why men should be exempt from it?

Wasn't you. Check the coverage across multiple sources and you'll see the whole media ecosphere tilting it that way with creative phrasing and omission.

I suspect this is about making a political point rather than enacting any practical measure. Outlawing masturbation by using conservative talking points about sex being solely for reproduction appears designed to force a vote rather than actually wanting to outlaw fapping.
