When I first initially read the article I interpreted it as students were not allowed to pray at the ceremony, but the way you've presented it makes more sense. Having not read the actual decision, I assumed no prayer was allowed, but it makes more sense that the punishments were put in place for any student praying on the behalf of the school, which I wholeheartedly agree is wrong.
