Maybe it does... only think about the economic model. If how much they could produce for you is less than the amount they eat... it's a loss.

Besides, they had to maintain the illusion their people were not slaves. Stalin managed to inspire a russia where friend might turn on friend, where lover might turn on lover, where a random stranger in the street might make an anonymous call that ships you off to the gulag.

Very effective to draw attention away from oneself and onto each other. I admire how seamlessly this was accomplished... though I would never mimic said methods.

The amount a human being is capable of producing is never less than the cost of his food. Food is so unbelievably easy to produce that only incompetence or absolute corruption of all levels of society can slow the production of food. This can be seen in history with things like the Colorado Blight (Potatoe Famine) and today in most regions of impoverished Africa. No matter where you are, there is always something edible.

And yes, a human being can be capable of producing less than the cost of their food... but: these humans are usually paralyzed or otherwise limited.

Russia did make use of these people... because they were lacking militarily when faced with germany. Granted, the gulags preceded this war... but Penal Squadrons from Russia were terrifyingly brutal and fanatic... and such a resource to protect the 'more valuable' troops is well desired in such a patriotic war as BOB2.
