If a human form is devoid of a personality, it has lesser to none in rights compared to any human being that has a senblance of personality.
Embryos, fetuses, new born infants all have no cognitive development. Anacephalous and Persistent Vegetative State bodies are functionally lesser.
Unless, of course, you'd like to conjecture basic cognitive development takes place sooner.
Or that the functionally brain dead really aren't brain dead.
