How about this: Make every registered voter who casts a vote an Elector. I'm fairly sure I've read that smaller US states have a higher (proportional) voter turn out than larger ones. If this is the case, then a state like Connecticut would have a rough equivalency with a large state like California.
I'm no expert on the US Constitution, but it strikes me that this could be done as a sort of end-run around the amendment process. If I'm wrong, please help me to get my head out of me arse. It smells funny in here. Boru

That's fine; if the site organizers wanted to restrict it to US voting residents, they could certainly do that.
