You can, of course!  However, some critics will no doubt criticize the petition for the fact that non-voting US individuals, whether in the US or not, signed it.  Still, it's doing quite well compared to other petitions.  In fact, I think that this one might be the #1 in terms of signatures.

How about this: Make every registered voter who casts a vote an Elector. I'm fairly sure I've read that smaller US states have a higher (proportional) voter turn out than larger ones. If this is the case, then a state like Connecticut would have a rough equivalency with a large state like California.

I'm no expert on the US Constitution, but it strikes me that this could be done as a sort of end-run around the amendment process. If I'm wrong, please help me to get my head out of me arse. It smells funny in here.

Yes, you missed the fact that Clinton still won more votes, and the fact that the electoral college is one of the least democratic ways of electing a national president.

This is about fixing a broken electoral system where the winner can lose, something which has happened 5 times.

Of course you can sign it!  That's fine; if the site organizers wanted to restrict it to US voting residents, they could certainly do that.  As for me, I have never signed a petition concerning an issue in another country, but "the more, the merrier," I suppose!!!
