You can't deny that Islam already has a fetish on human clothing. And also this shorts prohibition probably is very tied to Islamic way of thinking, because Islam is very homophobic and it is not uncommon that homophobic religions like Islam and Christianity create mentality that clothes that show "more skin" are something homosexuals would wear.
