Wrong. The phrase was ‘Brother, can you spare a dime?’, which inspired the song of the same name. You appear to be mixing it up with a line from ‘Oliver!’ (‘Please, sir...I want some more.’)

If you’re going to have the temerity to ask trivia questions, you should know the answers to them.

Um no, it was a meme in general for it's time.  

I was referencing an old Bugs Bunny cartoon where he promised a penguin to take him to the South Pole, and on the way there during the cartoon, Humphrey Bogart asked him for a break.
