No, you see the light from them. Without the light, you would not be able to see them.  it is their *effects* on light,not the sun or the water.

In the same way, you see the *effects* of air on things, not the air itself.

The only difference is that the sun emits light and water reflects and refracts it. Air mostly lets the light through without much effect.
