No, she did not "know from the start", and her comment about "overplaying" the vaccines was a lament about how getting people to think the vaccine was perfect (something neither she nor the CDC said) made them act irresponsibly, and therefore infect others. Then, when it was clear it wasn't perfect, it also undermined faith in the vaccine.
She was always pro-vaccine, though the vaccine hasn't kept pace with variants, and is only a partial help at this point.
I didn't claim she wasn't or isn't pro-vaccine. That was not the point. The point is she knew Fauci and other doctors and scientists and media talking heads were pushing untruths with the herd immunity talk. She says she knew from the start the vaccines were not going to prevent spread, but rather would help with severity of infection, and it's the spread part that would be relevant for school children, who are not required to be vaccinated for covid in 99.9 % of schools.

I don't think anyone claimed that vaccines would get us to "herd immunity", in the sense that it would eradicate the virus. It did reduce both infection and severe disease. Even at its best, the vaccines were only 85% effective at preventing infection, and that prevention waned quickly with time. The variants have made prevention of infection a lot less now.
What wasn't known early was the degree to which asymptomatic infections could spread the disease, and Deborah Birx was fighting against the Trump Whitehouse in trying to present that risk.
I love how the Right is convinced that Fauci and all other scientists are liars or Democratic shills, just because the Right has decided the vaccines are lies.

The CDC does not recommend a vaccine mandate for school children, and instead recommends a de-escalation and ending of many covid restrictions like social distancing and quarantine. What happened to "trust the science" and "the CDC knows best"?
