Driving and White Cane Law

I've seen people with white canes and yielded to them. Not any in maybe the last 10 years, but many since being licensed in the early 70s. The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

Actually, I had never heard of White Cane laws until you mentioned it BQ.
In general I try to avoid running down people in crosswalks whether they have a cane or not. That most motorists have no idea about white cane law. 7% of the US population is blind and/or visually impaired. That's higher than Native and Asian populations put together 5-6%. 
I learnt about 'em when I lived in Tennessee about two centuries ago.

I think that encountering a blind pedestrian is such an infrequent occurrence that without practice and reinforcement, as with anything in life, the knowledge escapes. In California, it's illegal to ride a bicycle on a sidewalk.
They don't have to be walking on a footpath, they can also be walking on a shared bike path - that's where the danger is.
