There isn't much we can do about that. The links are aligned to the left and to the right. If your browser window is too small, they will get pushed together. To avoid them overlapping, the browser will make one set appear above the other.
I could limit it by taking out the number of unread/total PMs on the right. The number of unread PMs should still display in the yellow bar that appears when you have them.
Take your keyboard and hold down the Ctrl button while moving the wheel on your mouse at the same time. You can make your screen larger or smaller that way, thus possibly getting rid of two lines of buttons instead of one. I dunno... it might work or it might annoy you.
