His excuse seems to be that "Russia and China" would jump into the market and take these deals away from the U.S . I doubt it when he says "America" he actually means "myself". Saudi Arabia got billions into his own personal pocket; but on the long run, they will hurt the U.S more and more, but I didn't expect more of him.

Actually, there are rumors that he knew through the NSA's spying on the Saudi communications that Kashoggi was going to get killed. But he did nothing.

I also wonder about what the recording contain. Rumors say it's Arabic speech and sounds that prove "torture" and "murder"
What I read is that Kashoggi's Apple watch is the source. Obviously he connected the watch to a cloud server connected to his phone; he left the phone with his Turkish fiance before entering the consulate.
