It is rather problematic that the person being ignored isn't informed. But two things. It's an option the ignorer is performing and isn't really affecting the ignored or involving them in any way, so they don't have any legitimate right to know. And second, beyond the mess that would create, it would encourage people to act out. And many of the ignored are among the most likely to act out.

How do you know that many of the ignored are the most likely to act out?
I'm assuming that that is an assumption on you're part.
If I put you on ignore (which I never, ever would), what does that say about you?
A legitimate right for the ignored to know their ignorer doesn't stop the act of ignoring being rude.

I think if you've been put on ignore you should be informed.

I don't act any different here than in real life, so I guess I'd take it as a really fucking rude gesture if someone started ignoring me.
In real life I could tell if someone was ignoring me, but here you have to work it out over a period of time and that makes it doubly rude.

I ignore some people by the simple expedient of not reading their posts. This is somewhat easier than using the ignore function.
