Anyway, I'm not sure what method you're referring to, but obviously it isn't secularism. Secularism is an attempt to prevent those sectarians rivers of blood from flowing. The quote you graced us with out of magic book is a secular proposition.
For God's sake its legacy was atomic weapons and "The age of deterrence"; or in other words "give me your treasures or I'll nuke you". The darkness of today's world is its legacy. BTW how many years passed since WW2?

Secularism doesn't have anything to do with nuclear weapons or foreign adventurism. It's a domestic policy. It states, simply...that the state should not compel people to any religious beliefs.
Do you have a problem with that?

I don't recall a theocratic state that practiced this verse except the very early Islamic nation under prophet Mohammed -peace be upon him-, the massive tolerance to other religions is mentioned here:

There was never any tolerance, let alone "massive tolerance" under Big Mo or any islamist state.
