I disagree with you here. Chekov isn't a Binks. Chekov says his line, gives the viewer important information, then bam. He fades into the background. Jarjar is just annoying. And he doesn't fade into the background. He just says annoying things that seldom contribute to the narrative.

Wesley Crusher wasn't a bad character either, he just wasn't given a purpose. The way TNG ended the storyline of his character wasn't good. He should have become a Starfleet officer. As linear and predictable as that makes his character development sound, it would have been better than the path the writers went with. Regardless, Wesley Crusher isn't a Binks.

Not to mention how they push through a narrative of essentially destroying the hybrid person in that episode. The staff behind the episode had reservations, for good reasons too, IMO.
