And sometimes, sheer luck. I'm reminded of an anecdote about a physicist who was told officers became generals based on their battlefield victories but calculated that most officers who became generals would have won enough battle to qualify by chance. I wish I could recall more details on that story.

According to The Guardian, the Western District has far fewer Republican-appointed judges than the Northern District, and as such has become a "favored destination" for conservative activists and business groups.
