They have been known to produce and sell heroin. They sold weapons to Iraq, Iran and other undesireables.
I am not supprised, it will be interesting to find out to whom this missle should have been delivered.

I read about this this morning, but I'm not clear on if this ship was heading to or from North Korea.

I would assume that they were attempting to smuggle it back, so they could reverse engineer the technology.
At least that seems like the better use of it as opposed to just blowing something up with it.

The article cited said it was heading back to North Korea.

I found another article on it. It is believed to be a Cuban owned fire control system being sent to North Korea for an upgrade and then to be returned. The sugar the ship was carrying is believed to be payment by the Cubans to North Korea.

You are in trouble if your fire control system can actually be upgraded in North Korea.

It looks like the North Koreans built it and sold it to Cuba a while back. They were just bringing it back for upgrades.
