Is your police department openly a business?

Put in your state, other businesses, and then type in your city name and police. In example - Utica Police
In every area around my county, there is only three cities which don't list under this website. Why? I'm assuming due to the low population of the areas.
This really boils down to a major problem. People can actually invest in these departments. The major investors are usually public attorneys. These public attorneys get a form of commission from every ticket issued by an officer of that department as a salary. It's a very broken system. And some county's have openly passed commission ticket systems for police officers you give out said tickets...wow.
