It means those who have wasted their sense perception and life, and causes injustice to their life and people around them. . .

This is the condition of a Believer. . .

Indeed, within the heavens and earth are signs for the believers <- scientific knowledge etc
And in the creation of yourselves
and what He disperses of moving creatures
are signs for people who are certain <- ie. the expert
And [in] the alternation of night and day
and [in] what Allah sends down from the sky of provision
and gives life thereby to the earth after its lifelessness and [in His] directing of the winds

As we can see, Allah relates the "Believers" with scientific subjects etc
This is one of the condition to become a "Believer", they must understand the above
They must use their eyes, ears, mind, heart to understand all the above
They are the experts on those subjects, and they are able to make use of that knowledge (signs) for benefiting humanity
According to the premises in the Quran, and not for causing corruption on Earth
They are the Believers, and those who use reason

Contradictorily, the Disbelievers are those. . .

And We have certainly created for Hell many of the jinn and mankind

They have hearts with which they do not understand <- they have wasted their sense perception
they have eyes with which they do not see
and they have ears with which they do not hear

Those are like livestock; rather, they are more astray
It is they who are the heedless
7.179

These people have wasted their sense perception and life, and accordingly. . .

And whoever turns away from My direction and guidance (i.e. knowledge and science etc)
his worldly sustenance will be narrowed

Essentially, one of the differences between the Believers and Disbelievers is how they used their sense perception
Someone may be borned as stupid, but that doesn't mean that he will waste his sense perception, life and people around him.
Someone may be borned as brilliant and rich, but they waste their sense perception, life and people around him.

There are mane stages for one to reach that level, and it must be based on evidence, not through self claiming

Basically, it is as follows. . .

3. Awliya (No fear, no grievance, master the laws of balance and justice)

2. Believer (100% obedience, will start receive guidance and true faith)

1. Muslim (Reformers - follow the doctrine from the Quran - faith is equal to love monkey)

- - Covenant - - Islam - - Living justly balanced and no sectarianism

-1. Munafiqoon (Hypocrites - idolizing scholars etc - corrupt silently)

-2. Mushrikeen (Idolaters - idolizing scholars etc - corrupt openly)

-3. Criminals and causing corruption on earth

How can a Believer feel superior or inferior to others ? Impossible. .
They have no hearts, no fear, and no grievance.

Allah has not made for a man two hearts in his interior. (33.4)

Those who worry about life, fear, sad, low self esteem etc because they have too many hearts inside their body.

How far away are you from believing in Allah?

According to Quran. . .very far

The believers ARE ONLY
the ones who have believed in Allah and His Messenger (100% obedience)
and then doubt not (not even 0.1%)
but strive (they are active in life and not sitting around doing nothing)
with their properties (must have wealth)
and their lives (must have skills)
in the cause of Allah (ie. used it according to Allah's injunction)
It is those who are the truthful.
(49:15)

The believers ARE ONLY those who,
when Allah is mentioned, their hearts become fearful (consciousness)
and when His verses are recited to them, it increases them in faith (understanding from Allah, make use of their sense perception)
and upon their Lord they rely (no fear, no grievance to whatever happen in life)

It is a step by step progress, until one reached the understanding of wisdom. .
Muslim give "obedience", Allah give "faith" and proof for His existence, until he has no doubt at all, not even 0.1% . . it is a transaction, nothing is free
and it is not upon any individual to decide that he have faith or a Believer
