FTL unlocks a lot of exploration potential. Better with FTL communications. Also, if any space agency can do colonial prospects justice, it's the Japanese.

If we ever do get a nearly-sure thing, I'd bet that there would be significant competition to see who will get there first, particularly amongst the captains of industry.

With more money than you could spend in a thousand lifetimes, combined with the ambition that such people almost invariably possess, who amongst them would be able to resist the possibility of claiming an entire world?
