They have trouble keeping tract of airplanes down here right now, no less a flying speck up there 40 years ago.
Even radar would not work at that altitude.

Yeah, if the sun is lighting up objects in the night sky someone can see them and if NASA knows where to aim their radar, they could find their stuff.
Remove those two qualifiers and consider who can see what.

And the thousands of professional and amateur astronomers around the globe, all of whom would know exactly what to look for and where.

So basically, yeah I am saying that the Apollo craft would have been visible in LEO and actually were when they held such an orbit prior to TLI. The craft were in full Sun for half their orbital period.

As for radar, we've got radar maps of Venus ffs. And the Sun. They're just a tad further away than the Moon.

The only way that anyone with even a cursory knowledge of the subject, including enemy nations, would have been taken in for a second would be if they were all as gullible as Apollo Hoax Believers.
At the age of five, Skagra decided emphatically that God did not exist.  This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair.  Only Skagra responded to it by thinking, 'Wait a second.  That means there's a situation vacant.'
