No. Their vocal cords are different (and located differently) from ours, and so they are unable to make the proper sounds. If your brain were put into a chimp's body, you would not be able to speak either.
People tried to teach chimps to speak, and when they realized that this was going to be physically impossible, they switched to using sign language.
