Actual there is legal precedent of young ages and arranged marriages in this country.
Example Edgar Allan Poe wife was 13 when they marred. In fact it was very common for girls to get married at the age of 12 or 13. In arranged marriages it is very common to have kids as you as 7 or 4 set to marry.
It will be amazingly simple to legalize it, all that needs to be done is the removal of the age restriction.
Since age restriction is decided by the states, not federal, as to when someone can enter into contracts/agreements it will be easy.

Now we can argue "will it is teen ages so that is OK". NO, there are many studied and scientific evident that these teens are still very young with a child like mentality. For example the completion of a persons brain development is estimated at around age 25.
Also, there will always be someone who will push for the number's to go just little more lower. "whats the difference between 13 to 12? Whats the difference between 12 and 11? Whats the difference between 11 and 10? And so on.

It's because we set the age of marital/sexual consent as being older than that once science could objectively show that people below a certain age are usually harmed by those kinds of relationships. That shit used to be legal, and now there are laws against it. That means that "legal precedence" could never be responsible for the re-legalization of child marriage. Legislation of some kind would be required.
Furthermore, virtually every society that condones/has condoned child marriage has been religious. Why are homosexuals and atheists being accused of sliding us down a slope toward child marriage when religious people have always been more prone toward that kind of exploitation? That's sort of like the kettle calling the bathtub "black."
