I doubt that everyone was, but it was the norm. Basically, a young gentleman would often become the lover of his (male) mentor, and, when older, he would be expected to marry and produce children. The man may have a younger male lover while married, and he may visit female prostitutes as well. Sexual fidelity was not a requirement for men in ancient Greece. It was not always a requirement for women, either, as in Sparta, sometimes the men would be gone for long periods of time fighting in some war (they sometimes hired out as mercenaries when they were not fighting for themselves), so you might have your friend who stayed home help produce children for you by having sex with your wife. There are also instances of lesbianism (the word "lesbian" comes from the ancient Greeks, as there is an island called "Lesbos" from which "lesbian" is derived, due to the lesbian poetry of Sappho, who was from Lesbos).
A lot of people today in Christian countries have a hard time imagining nonChristian cultures and their norms. But you can read Plato's Symposium and get a little bit of the idea, as it is a dialog in which a group of men are discussing love.
Indeed, one of the great things about reading ancient Greek texts is that they predate Christianity and consequently have no Christian influence in them at all. It gives a very different perspective on things, that in many instances is quite refreshing.
