"no brain activity" isn't actually no brain activity. Look at this headless squid that's served in a restaurant for example. The salt in the soy sauce causes the neurons in the tentacles to fire which is why the food moves. Eventually the activity slows down because the neurons are not able to charge up again. The brain of a patient will still have some neurons able to fire even with minimal blood flow. The fact that the patients reporting NDEs are not coming back completely brain dead vegetables tells us that there is still enough activity in the brain to maintain the neurons and stop them dying.
