I'm sure that if a complete analysis was done on these cases that the result would show that most of those police departments, if not all of them, received their training from the same guy. His attitude is that they should shoot fire, preferably to kill, because the cop lovers will exonerate them. And that has worked in about 99% of the cases. Now the tide is turning, however slightly, and a few cops are starting to pay the price for their homicidal maniac behavior.
