Meaning if a being is to be independent of God, he must have the ablity to be outside of God's will. However to be outside of God's will disqualifies one from being with God, unless atonement is made.

God wanted to create an autonomous being as a result He had to give it the ablity to choose. Now if their is only God's written or expressed will (as per Adam/eve in the garden before the fall) then their is no autonomy. This life affords us one real choice with eternal consenquences behind it. In that we have been given over to choose where we wish to spend eternity. and yes not everyone is called to make that choice. Some people are placed in this life simply to provide the resistance needed to challenge the choice we make. That said not all who are called will heed that call either.
We are not all God's Children. In the parable of the sower, a man plants a field of grain, that night his enemy scatters his own seed/weeds among the grain. As the gain grew so too did the weeds, a servant asked the land owner did you not plant good seed? He answered yes I planted the best seed. But an enemy has scattered his seed among the grain I planted. The servant then asked shall we pull up the weeds? The land owner said "No allow them to grow up together and until the harvest, then separate the weeds from the wheat. take the wheat to the store house and burn the weeds in the fire.
So again, 'we'/Man are not all God's seed.
Remember God only Created Adam, from Adam produced Eve. Everyone else is a reproduction of what God created.

Who really cares what people who do not or can not live with in the rules of a decent society think?
To the monsters who are locked up, we are the monsters for locking them up and restricting their want and will.
But again who cares what they think? They are the monsters they are the Zombies who will turn given enough time, especially when the cure is within their grasp.
