Allow me to clarify:

A straight man with a fairly serious foot fetish
is going to admire the feet of random females passing by in open-toed shoes or whatever, right?

And a gay man who also fetishizes feet may make a point of checking out random males wearing
...whatever floats his boat....like boots, or formal, polished shoes, or sandals....idk.

Whereas, by contrast, a straight female foot fetishist is, I believe,
more likely to fetishize the feet of a man who is already her partner;

(though she may not find a man a suitable partner if his feet are not to her taste,
even if she likes him, otherwise....since she does, after all, particularly like men's feet.
Just like any other preference, for muscles, hair colour, height, skin colour, etc).

The point is,

A woman with a fetish for men's feet is not as likely
to check out men she doesn't know, for their feet,
in the same way that a male foot fetishist, might.

She's more likely, I believe, to still go for the guy she is attracted to, otherwise,
...and THEN ensure that his feet are to her liking.

She isn't as likely to start with the feet.
