In fact many interpret their preferred deity to encourage murder. Religion isn't a deterrent in the least, it's merely a means of justification for one's actions. You can't reinterpret the law to mean what you want it to mean to justify any action you commit (unless your lawyer has mad skillz), but you can easily do so with religion.
