I guess I can see it as a novelty to draw people to the casino, something other casinos (particularly NJ and NV) don't - and can't - offer. I don't know about it being a profit center all on it's own - though I suppose the tribes have done their homework and their bizdev people think it's worth doing.
It also brings something that WA state doesn't have, and I think CO as well - permissible on premise consumption.
